Synchronous scenario in SAP PO

Hi Friends,

     I want develop Synchronous scenario in SAP PO.I am new to SAP PO.

     I have Scenario Request Soap - PO - Proxy  and  Response   Proxy - PO - Soap   -----(Synchronous)

     WSDL provided by third party.

     Please let me know we can do this With ICO?

     We can do with IFLOW?

     Please Provide me Step By Step Process from Starting.
